Is it difficult to make the program speak texts?

There are programs that use a word processor to generate voice from text. For example, the program "talker".
Has anyone implemented something like this? The client simply ordered a simple program like passing tests, but the result should be pronounced aloud and I would like to know if it is easy to attach all this to the program or is it done in a very difficult way, which makes the product much more expensive?

SpeachApi all sorts. Almost all axes have. WebSpeachApi in recent browsers too, if anything.

You can also use Google. There they have an API for such purposes.
