Is it correct to unload from 1C?

From 1C came an unloading with the following structure:

goods
    - 1
        - import_files
        - import.xml
        - offers.xml
        - prices.xml
        - rests.xml
    - 2
        ...
    - 3
        ...
    ...
import.xml

In "import.xml" there is only a directory structure (categories) at the root, and in the folders inside, as far as I understand, there are already goods. But when importing, Bitrix sees only the root file, of course, it does not go inside. Is this a problem of uploading from 1C or a completely normal upload, and is this configured somewhere in Bitrix?
