Is it because the video card is not working properly?

Good time of the day. I don't know much about PC hardware. Please help me with the following question.
I decided to torment the old system unit. Its components:

  1. Motherboard Socket 754 nVidia nForce3 250 Epox EP-8KDA3I ATX SATA
  2. Processor AMD Socket 754 Sempron 3000+
  3. Video card AGP 128Mb GeForceFX6600GT DDR3 DVI
  4. RAM DDR 512Mb 400MHz PC3200

As you can see some "crakozyabry" around the screen. There are especially a lot of them when the hard drive is being checked and the lines are running. All lines blur. After checking the hard drive, the OS is loading. The monitor loses signal, writes "No signal". But by the sound of the greeting, the OS boots up safely and the PC works, but then there is no signal to the monitor.
The fan on the video card is not working. He did some manipulations. Don't rehabilitate him. The VGA cable is intact, I checked it on another system unit with the same and other manitors.
Is the video card dying and does it need to be replaced or the power supply?
And if a video card, then are the following suitable for replacement: Video card No. 1 , Video card No. 2 ,Video card №3

Yes, most likely the video card. Only those cards that support AGP 8x will do.
The cards you provided - PCI Express 2.0 - do not fit because your motherboard does not have such a slot.
Normal stores have practically stopped selling the cards you need. Better look in some stores that specialize in old hardware, or buy it from hand.

Most likely, the video card, it was also on an old computer, was replaced with the first one you indicated.
If there is a PCI-E slot in the motherboard, yes it will do.
