Is it a router?

Good day ! Wanted to ask, not much confused. As I understand it, the router can be made both in pure php and using .htacceess or not - well, that is, use either one or the other - or all at the same time, please tell me otherwise I'm confused

htaccess or its equivalent is needed in any case.
is simple in one case, all addresses are resolved by htaccess / analog, in the second, all addresses by htaccess / analog are wrapped in puff, which resolves them.

In my opinion, using htaccess as a router is insanity. It can occasionally be used for some kind of permanent redirect, but in general this is a bad practice. It is necessary to route out of puff. Moreover, in all normal frameworks and cms there are tools for this.
