Is it a normal build for a 1C UT server?

Good afternoon!
At work, they asked me to make a server for 1C UT. There will be 20 users in total.

Buy any entry-level server, such as one of the junior HPE ML, so you don't have to pay for amateur performance later. And it is better to put disks SAS.
