Is html, css and js enough to create a working website?

I have basic knowledge of html, css, js. Only pet projects based on templates.
A friend wants a website (simple, a few pages long and with a calculator for calculation and feedback). A site on a highly specialized topic (tailoring of overalls). Not urgent, because he himself doesn’t understand anything about this, I’ll have to think about design, pages, and seo for him, and upload it to some kind of hosting (he doesn’t even know how much everything is needed).
I don't want to delve into my own topics. I'm wondering if it's possible to do ok only on js. Or is it worth looking for someone for the backend (what is needed there?). And what hosting is suitable if I myself have to edit something on the site?
I really want to try myself in a real business, but I don’t want to “lay a mine” on a friend either. Moreover, he has to pay (I have no idea how much it costs).

I think WordPress is the best fit here. Take some Elementor type constructor. And put a plug-in for feedback. For the calculator, you will also need to look for a plug-in. And so, on HTML CSS JS it will be difficult, and besides, PHP is also needed to process the contact form.
