Is Hebrew utf-8 or utf-16?

Actually, the question is in the title.
PS. I specify what encoding is relevant to use for the state. site in Hebrew? both utf-8 and utf-16 contain Hebrew, only those who have worked with hieroglyphs know that the up-to-date dictionary does not always fit into utf-8.
So the question is, do you need utf-16 for Hebrew or is utf-8 enough?

Look at the easypin plugin (in the example, the labels above the ferry and the tower). Responsive, labels stay in place.

The Unicode encodings UTF-8 and UTF-16 both contain Hebrew characters as well.

Both are Unicode.
Just one with a variable code length, and the other with a constant one.
