Is everything constantly changing in web programming?

I am currently studying at the university, specialty: "Information systems and technologies". The last 4 course has already arrived. Everything we've been taught is nothing. That's why I'm now choosing a specialization. and I will study myself, so as not to leave with an empty head. Tried everything. Most of all I liked web development. Slowly I began to study. And also to communicate with people who have already taken place in this area, I began to visit various specialized resources and forums.

There is one thing that worries me: too fast progress in this industry, especially in the front-end. Many write that everything is constantly changing, updated and supplemented here. You literally do not have time to blink, as another framework came out. People come back from vacation and have either forgotten how to work, or during this period something new has already appeared and you need to constantly learn. Quite a few devote almost all of their time outside of work to self-study.

Question: Is such rapid progress really possible in this industry? For me, this moment is critically important, in fact. I don’t mind studying at all, but everything should be in moderation. Sitting 24/7 at the computer is not ready under any circumstances.. We live once. I want to enjoy life, just once again spend time with family or friends, and visit different places. Or do some household chores that are much more important. Well, the girl, to put it mildly, will not understand me if I bot 24/7 at the computer. It's stupid to spend your life sitting at a computer.

First of all, web development is a big field, with different paces in different parts of it. Secondly, everywhere in IT you need to constantly learn. Thirdly, if you have a good base of fundamental knowledge and a deep understanding of the subject, learning the nuances will not require sitting at a computer 24/7.

1) If a person is more or less fumbling and ready to learn and work, then he does not feel particularly stressed when changing technologies.
2) Complaints that everything is changing too quickly most often come from someone who is superficially versed in the topic. The one who sits in the subject simply moves from one to another, because nothing appears just like that.

But objectively speaking, you'd be better off doing something else in your life than programming, and generally working in an office. Well, that's the way it is.

Why didn't this question come up in the 1st year? 2nd year, 3rd year? At school after all? Apparently they were busy with more important things than studying.
What remains is unskilled work. Loaded / unloaded - and free for more important things.

No one will answer this question for you in a way that you understand. Because there are a million nuances that depend on you. Everyone has their own career, their own skills and ways of finding work.
Until you learn how to do at least something, you will not have an idea how much you need to learn, because for everyone a lot and a little are different concepts.
Now your question is more like whining - that I don't want to do anything, but I want to have a lot of money and free time.
It is theoretically possible to master a modern development in a year. But if you want to do more important things, then most likely not.

Well, if you don't want to nerd, get a good salary and stay in IT, then your choice is Java and banking. In general, any enterprise solutions. Nothing has changed there for decades.
