Is cordova good or bad?

The question arose of developing a mobile application for Android. Previously, I had nothing to do with this, my specialization is websites.
A familiar programmer suggests doing it in Cordova. But I am confused by his words, they say it will not be a native application in the end ... like Cordova is a crutch or something like that ...
Previously, he had already made one simple application with a list of news, but it worked slowly and I categorically do not liked it. Plus, there are problems with animations, they say, not everything can be implemented.
Actually, the question itself is the programmer a rukopop, or is Cordova really not the best option for developing a mobile application for Android? If the latter, then tell me, on what now you need to write the application so that it works correctly?
I’ll explain right away that the application is the most common, nothing supernatural or something that has not been done by someone before.

Clarification: I'm not planning to make the application myself, but to order it, so I'm interested in how to do it right. I will write directly in the TOR in which language the application should be written. Concerning Cordova understood... Java means is necessary.

Cordova is not just not the best option, but rather the worst. In Java (or some Kotlin), everything is wonderfully written.

Cordova is a good choice, cheap, cross-platform, no need to learn native languages.

Cordova - bad, look towards NativeScript, React Native, Appcelerator Titanium, Xamarin

you can write a quite high-quality application on cordova,
especially if you don’t need maximum performance or don’t need specific functions of a mobile OS ,
this is the best choice for a beginner

Just as an option, if you "specialize in sites" and don't want to go far, that is - PWA , but there are restrictions regarding native applications. Everything strongly depends on the task.
