Is cakephp still alive and ready for new projects?

Is cakephp still alive and ready for new projects?
Judging by the Github, it is being developed, version 3.8.2, but is it worth using it at all or is it outdated?

Alive. But not popular in Russian. segment. Although the documentation has been translated.
