Is C# + xamarin better than Java + Eclipse + ADT?

Is C# + xamarin better than Java + Eclipse + ADT?
Yes, yes, it is Eclipse, since the computer does not pull Android Studio.
In addition, xamarin supports IOS, but does it seem like you need to buy a license or something like that?
In C#, basically all applications are made under win?

1. Xamarian bought MS, and now it is completely free.
2. For a droid, the development environment is not important, there was no AS before, and they wrote without it (as they said above, at least in a notebook). The main Android SDK is used to build the application.
3. C# is not limited to Win applications. This is Unity3d, an engine for 2d and 3d development, and cross-platform and ASP.Net. Now with the help of VisualStudio (Community version is free, with some limitations, for commercial development) you can write cross-platform applications.
4. Depends what you want to create. And then there may be a choice on what to write the server part
