Is bootstrap built into laravel 5.4?

I didn't really understand. There is an app.css file in the public/css folder. Is this bootstrap? Or do I need to install it separately?

By default, in Laravel 5.4, bootstrap-sass is defined in package.json. In resources/assets/sass there is a file with sass variables and a file where everything is included, including bootstrap-sass from node_modules. And in the public / css folder there is a compiled css version of the assets, therefore the bootstrap is there
