And about 3 years ago - yes, there was no alternative to Bitrix in this sense.

No, your statement is fundamentally wrong. No one obliges state and municipal institutions to buy Bitrix, the requirements for the purchase of software for state enterprises are regulated by the enterprises themselves.
Two factors play a role here:
1) All this must go through tenders. Well, not everything is straight forward, but most of it certainly goes through tenders. And this is where most systems fall off - in noname systems it is not clear how much can be cut off and where to wring out, but with simple systems like Bitrix it is obvious.
In addition, it is the points that are issued for everything in a row that play an important role - sites on the same platform, contractor works with the same state. institutions, specialized specialists (i.e. those that can be confirmed by diplomas, etc.). I'm not talking about who will eventually serve it, because it is not clear how it will be created.
2) And then the question arises in marketing - Bitrix is very well promoted and a lot of sites have been made on it, including for the state. institutions.
Judge for yourself: you are the general director of MosGorChtoToTam and you need a website. What company, other things being equal (for simplicity, we consider so) will you choose:
- Bogatyr, with a portfolio: MinJust, MinStroy, MinKomSvyaz, Minselkhoz, FAS, MinObrNauki.
