You can. Only the same LE does not give on IP, while for others it costs more than for DNS names. So self-signed is the only viable option.

You can get a simple trusted DV-certificate for a public ip-address (not for a local one). It's called Public IP SSL . The owner can also be an individual. To issue a certificate, you will need to place a verification txt file at the address.
