Is a Russian hoster liable for illegal content posted by someone?

Now on the ethereum reddit, a discussion has flared up about what will happen if someone uploads illegal content to the blockchain. Specifically, the question arose about Russia. I gave an example of an old dvach, which was closed due to abundant CPU posting. I said that hosters are legally liable for illegal content if it is not removed within a certain period of time. And they pointed out to me that I am not a lawyer and in general I am completely wrong, they say, everything is legal.
So how is it really?
If it is indeed legal, hosters can simply say that someone else has uploaded the content and continue hosting it as if nothing had happened.

He is not responsible for illegal content, but if he does not block it on request, he is responsible for blocking failure.

Let's say if an abuse came from Russia and you yourself are from Russia, then it will be difficult to score, as it will simply lead to blocking the resource, and if it is shared, then many clients will be blocked at a time.
And if you yourself are from Russia and an abuza flew in from abroad, then you can score on it, since it is quite difficult to break through some kind of international persecution and almost always score on it
