Is a PCI-e 3.0 power supply compatible with a PCI-e 4.0 graphics card?

I'm just starting to understand computers, and I don't know much :/ I intend to buy an Asus Radeon RX 5700 XT OC TUF 3 video card. But I saw that the video card has a PCI-e 4.0 interface. My power supply "Cougar XTC600" PCI-e 3.0.
Motherboard "Asus Tuf B450M-Plus". Are the power supply, graphics card, and motherboard compatible?
