Is a page with a canonical link indexed?

Hello.
We did an analysis of the site by the jetoctopus service. Many pages have an error hreflang has non indexable urls. At the same time, there is no robots noindex nofollow on the page from hreflang, the page is not closed in robots.txt, but there is a canonical link.
The question is whether the presence of a canonical link can cause such an error? If not, what could be causing this error?

Hreflang only tells the search engine that this site/page has multiple language versions, thereby indicating that both versions of the site/page are being indexed.
But let's say you have a site in Russian, and hreflang points to the English version of the site, which has a robots meta tag with noindex,nofollow parameters . Such moments drive search engines into a stupor, so in some cases such an error may appear, and in some cases the hreflang tag is ignored, which leads to pages sticking together.
