Is a money transfer from a credit card through POISON equal to payment or withdrawal of d / s?

Is there a concept in the bank of paying from a (credit) card and withdrawing cash from it - when transferring to an I-wallet from a (credit) card using a YAD bank, is this payment perceived as a payment or as a cash withdrawal? Thank you.

The question is too abstract, it lacks details.
For example, in the context of the cash withdrawal limit that credit cards have, the transfer does not exhaust this limit. Transfer to transfer is also different - if you send money by initiating a transfer on the side of the bank that issued the card, it can count it under the item "checks, transfers, cash withdrawals", and if on the side of the bank where you have an account to which the money will be transferred (for example, this is actively promoted by Tinkoff), then this may fall into "payment for goods and services." By the way, some banks allow you to make transfers only from a debit card or current account, but not from a credit card. Therefore, you need to ask not at the Toaster, but at your bank.
