Ironport: how to block a top level domain?

Is there any distinction in reputation filters for specific domains?
Is it possible to create a rule that will flag a top-level domain like com.ua?
I tried to add to the black-list, but to no avail, because. ironport itself offers a rule of this kind ".com.ua" and, as a result, does not work it out.
I tried to create a custom filter, but there is only the ability to replace the title by keywords, but simply to the existing one is impossible. Maybe I just don't understand how?

com.ua is a second-level domain, not a top-level one.
first decide on the hierarchy of domains

top-level domain, for example com.ua
No need to call names TLD anything.
Options → Blocklist uses wildcards. So you need to write *.com.ua
