I collected a similar device for myself (began as a NAS). I took a mini-ITX motherboard with a soldered Intel Atom (passive cooling). Unlike cubeibord, you can install any OS (I started with FreeNAS, now I have Ubuntu Server, you can experiment with Windows), the number of SATA is more than one, there is a slot for expansion cards (I have additional SATA, the total number is up to 8; expand, do not I want; you can assemble any RAID).
There are mini-ITX boards with a power supply option from an external laptop power supply, the silence is complete. Problems with the choice - it seems that nothing new is being imported, only the leftovers are being sold.
