iphone 4 stolen

I ordered an iPhone 4 from ebay. They sent usps. The phone was stolen instead, there was a cassette player in the package. Parcels were opened on video. What should I do with insurance?

The complaint is worth not only in PayPal but also in eBay.
Require Full Refund from the seller, because even if it is the mail and not the seller. Only the sender can receive insurance.
