iPad Notes not syncing with iCloud?

I have iPhone and iPad.
I often use regular Notes. Not so long ago, I noticed that changes to the Notes that I make on the iPhone do not come to the iPad from iCloud, while on the iPhone the data goes to the iCloud server.
I tried to turn off and turn on the sync in the iCloud settings - all the notes that were on the iPad disappeared altogether, on the iPhone everything remained fine.
can someone explain what's going on?
and as I understand it, now you can’t return all the notes that were not synchronized - made / changed on the iPad

Settings - Notes - Default account. What is selected?
