[iOS] how to make a pop-up window "Leave a review" in the application

A banal question, but how to make a standard window in iOS7 that from time to time asks the user to leave a review (Rate App) with the answer options: Leave a review, Later, Do not remind.
Is there any standard way or popular library to do this?
And how do you know the link to your app even before it's published?

I use Appirater , there were no complaints, big + that is translated into many languages.
The link is easy to find out, before you send the application to the AppStore, you will need to create it, fill in the necessary information, etc. in iTunes Connect - after filling in the information you can see the link.
