ios app on xamarin?

Good day. I'm starting to learn c#. Without practice, nowhere, but I want meaningful tasks, the solution of which, in addition to practical, will also bring actual benefits. So there was a desire to write for themselves programs on the iphone. A HUGE REQUEST: if you have not had practical experience, but only read something, please refrain from answering. There will be several questions:
1) Is it possible to create a simple application for ios (scheduler, cost accounting, etc.) without macos using xamarin community 2017?
2) Is it possible to download the application on the iPhone bypassing the appstore without any jailbreaks? If so, how?

Dear friend, don't be another Xamarin.
Since you are just starting out in development and have a desire to write for iOS, then learn Swift right away and write it in Xcode.
install macOS via VMWare or install macOS directly on your computer (hackintosh).
After all, Swift is a beautiful language, very elegant and fast.
