Internationalizing shortcuts on a terminal server?

BestPractice question:
There is a terminal farm where Russian, Chinese and English speaking users want to work.
How would it be more correct to make a feint with your ears so that Russian-speaking users see the label as “1C Enterprise”, English-speaking users as “1C Enterprise”, and Chinese as “1C企业”. Of course, there are more than a dozen similar labels.
I would like to do it through the "same feature" through which "My Documents" and "Desktop" are translated, but, I'm afraid, the set of these objects is hardcoded and / or very limited. (if you throw a link to the documentation, I will be grateful)

Offtopic question: how is 1C with China - some kind of samopis, or are there ready-made known configurations for China?

As a solution to the problem, create a separate folder for each country
