International transfer from an individual to an individual - taxes?

There is a task of a one-time transfer in US dollars (less than 1000 dollars) from an individual in Belarus to an individual in Russia through the "Golden Crown" (for performing one-time work). There are no written agreements.
Questions:
1. Can the receiving party avoid taxes (legally)?
2 If not, how to fill out the 3-NDFL declaration if there are no written contracts (for the performance of work)?
3. What should be indicated in the "destination of the transfer" in the payment?
4. Does the presence / absence of taxation depend on one or another wording in the "purpose of transfer"?
5. Whether the receiving party needs to perform any other additional actions upon receipt of the transfer (after all, the transfer is in dollars, not in rubles). What is "currency control" and is it applicable to this case?

Do not indicate anything in the purpose of the payment and send money just to an individual.

Upon receipt, if the recipient has any questions, then say that it’s just a money transfer to a friend.
And the recipient, by the way, will pick up the transfer in rubles.
