Interactive banner in HTML. What is better to do?

Hello! There is a task: to make an interactive banner in HTML5. The object will follow the mouse and move another object to the clicked location. Why is it more expedient to do it in Adobe Edge Animate or Adobe Animate (aka Adobe Flash)? They said that it seems to be better in Animate. And to do there initially document type HTML Canvas. But it is not possible to implement interactivity. I understand that this is done in JavaScript. Can you please tell me the code itself and how to properly implement it in flash?
UPD: We decided to do it not on click, but on hover. Those. when hovering over certain areas, an object will fly there.

Don't listen to noobs. Banners are best done in Adobe Animate (canvas format).
