Intel Galileo does not ping on the local network, there is no Internet. Why?

Good morning everyone!
I have an Intel Galileo with Debian on board.
It runs a Python script that makes http requests to a server on the local network and uploads photos to it via ftp.
This works great if:
- galileo is connected to the router via LAN (the router may not be connected to the Internet)
or
- galileo is connected via WiFi, but the router must be connected to the Internet
And if the router is not connected to the Internet, then galileo even does not ping!
Maybe it can't connect to the router if it doesn't have internet for some reason?
I will be glad to any suggestions!

Is DHCP the same in both cases?
Is the gateway always the same?
Is the gateway accessible from both networks?
Firewall did not look? Maybe blocking pings from a WiFi network?
