I had a similar case. You need to open the folder with vmware Workstation 15 and run the openssl.exe file as administrator. If this error appears after its launch, then install Microsoft Visual x64 and x86 + install the ssleay32.dll and libeay32.dll libraries. If this does not help or if everything is fine with opensl, then I advise you to disable virtualization in bios and if Hyper -v is enabled, disable it, demolish VMWare and install it again, then enable virtualization in bios. If this does not help, then you need to study the register and look at the details of the errors, but it will be easier to reinstall Windows.
