Faced the problem of INSTALLING qt via MaintenanceTool. The owners have restricted access from Russian ip proof . While the problem is solved simply by using a VPN at the authorization stage, then you can turn it off and not pump gigabytes of traffic through it. But the question is how long will it work.
Yes, there is Git and there are sources, but who guarantees that everything will remain as it is.
There was an idea to merge the whole package and create a CLEAR installation manual.

They have a repository with offline kits: https://download.qt.io/
In general, nothing complicated, just not so convenient.

You can look at the aqtinstall project , which develops a Qt downloader and installer independent of the Qt Company, created in response to the discontinuation of official offline installers.
You can also install under Windows via MSYS2.
