Installing Laravel 5 on Windows XP. Why didn't creating a new project work?

The Laravel team went through normally.
But this command was not executed.

D:/xampp/htdocs> composer create-project laravel/laravel <i>ИмяВашегоПроекта</i> dev-develop

I tried to install version 5.0.*. The answer is the same.
Tried using laravel's new method It seems to be much faster. And so it happened. Cmd very quickly threw out 30 problems and happily announced:
Application ready! Build something amazing.
Can larapack be used? But how?
Q: How to complete the installation? Thanks in advance for your reply.

Install the Vagrant homestead box and develop under it. Vagrant is too good not to be used on Windows.

I dare to suggest that you need to use a newer version of puff.

My advice as a developer: take down XP and install Xubuntu. Will go even on weak iron.
