Installing Gulp + Rigger + Sass + Foundation + LiveReload?

I wanted to learn and work with gulp, I downloaded this assembly https://github.com/amir73911/myGulpPack . Here are the steps - how to install
1.Download this to your working folder
2.run in console npm i && bower i
3.gulp
4.Go to localhost:9000/build
I did the first 2 points, the installation went in the console, at the end it says that "bower" is not an internal or external command. I understand that only the "npm" command worked before. Why? Then I decided to go to point 3, but now it gives out - "gulp" is not an internal or external command ... Where can I read about using this particular assembly, since there is a lot about gulp, but I need information about Gulp + Rigger + Sass + Foundation + LiveReload. I have never used these technologies in layout, I just want to start, for now - little is clear. Here is the screenshot

Thank you so much, these commands worked, which means this item - Go to localhost:9000/build , I follow the link, but it gives this

The site cannot be accessed
The localhost site does not allow a connection to be established.

What is the localhost, I have Denver, but this is completely different.

The screen is so bad that nothing can be read, but it could still be that you don't have bower or gulp globally installed:
provided that npm itself is installed
