Incorrect encoding of attachment names in Outlook 365?

Good day, there is a problem with attachments. At the sender they are in a normal state, they reach our server in a normal state. As soon as they get to the end client, they get a partial error in the coding of the name. Didn't find dependencies. Pure random as if. Attachments of any type. Any size. There are no encoding errors in the email test. Checked PST for errors, checked Outlook for errors, reinstalled Outlook. Nothing helped. Pamagity. I will be grateful.

For example: The
sender calls the document - Document.docx
To come to the server - Document.docx
To the final mail client comes - Document.d4%33%2E%6C or Doku43%25%78%.docx and the like.
