Incoming SMS to the site?

Huge hello to everyone, guys I don’t know where to turn, sorry if I created the topic in the wrong place.
I ask you for help, I want to implement such a system:
1. There are 4 phones, all of them are 2-sim: (Samsung GT-C3212, Samsung GT-E2202, Fly DS120, Fly DS103D) - all 4 phones have ubs cables.
2. There is a PC with OS: Windows 7 (64bit)
3. There is a host and a domain
Closer to the point, you need to take all the information about "Incoming SMS" from 4 phones via a ubs cable and send it to the site.
How can this be implemented? The site needs to be made in the likeness of SMS activators. :rolleyes:

1) The most optimal (labor and stability costs, of course, it costs more than a phone) to look towards sim-card hosting together with the operator's api, you can collect and process SMS with minimal effort.
2) Using sms gateway , but this requires a smartphone with an internet connection. (on a vskidka yota - 290rza unlimited internet and sms)

Linux + Kannel solves this problem.
Incoming sms will be sent via http towards the site.
PS: I have not tried it with dual-sim phones, but IMHO there should not be any problems.

As I understand it, you want to make an analogue of working online services, while spending all of the "four old phones" investments on it, and also so that everyone chews on how to set it up for you. While the running services are probably only in the appropriate server hardware, thousands of evergreens have been invested, not to mention the software. As for me, a very stupid idea, especially since in such an extremely low-budget version - a lot of the software will have to be written by yourself.
