In whose hands to give the development of a web service?
Situation
We are developing a web service, while the prototype, by the forces of our coders (acquaintances). A web service in its functionality is quite typical and not particularly complicated. Accordingly, development is required once, then it is necessary to maintain its performance + once a month to add simple features to the functionality.
We all cannot decide in whose hands to give the development, and so far we are working on 3 options:
Studio - yes, this option is the simplest, but at the same time expensive

own staff members and detailed documentation for all stages, etc.
The studio is expensive but with guarantees. If the project is not difficult, it is better to take your programmers.
If the service is "typical", then IMHO the studio is better, and further technical support.
When technical support in the studio becomes more expensive than your staff, then your staff.
Most importantly, detailed documentation at all stages, version control system. So that in the future the transition from one developer to another will be as productive as possible.
I would choose a studio. And the high cost of the studio depends on the tasks.
Or hired a full-time encoder on a half-time basis.
Definitely their own on the RFP (2 people at least,
1. They are interested in doing it normally.
2. They will know all the intricacies of the software.
3. Any outsourcing is an overpayment for managers, profit margins, etc. But the quality you still can't control it, but they are dearer than their own.
Find an experienced manager like me, he will organize remote development and support work for you.
