All my life I thought that Photoshop was the best option. However, all the near future he was engaged in strictly programming, he is no longer aware of new approaches to web design. It seems that now there are services like Figma, Zeplin, etc.
There are programs like Adobe XD (something like that), Illusrtator...
Somehow it's not very clear what you need to use now (easier and faster - the main thing for me) to make a design, for example, of a site. Designers, what do you think? )

Switched to Figma from Photoshop. It hurts that it is convenient, work with several people at once, and the opportunity to work with the customer on a "live" basis, etc. this is an online service, the project is always in your pocket.
UPD in general, I think it's a matter of habit and skills of a particular artist, figma on a good page has options for implementing material design from google, you can see it.
