In which file manager (under Win10) is it most convenient to compare the lists and contents of files in two different folders?

Good morning, colleagues!
We need to compare two folders - not only by file lists, but also by their content, and show the differences.
For example, both folders may contain a config.php file, but its content is different. It is necessary that the software show exactly what the differences are between the files.

I don’t know about folders, but there are a lot of programs for files, the same meld for linux (I don’t know if it exists for win).
