In which file does the umask change?

Hello everyone, please tell me, I set the rights to the folder and its directories to 777 via FTP, everything seems to work! but when the user uploads a picture, the picture is not displayed, and in the automatically created folder, the rights are 700, although they should be 777! how to change that when creating a folder, the rights on it would be set to 777? if it is related to umask then where should this function be changed?
