In which city in Russia and the CIS is it optimal to open a development office?

A similar question has already been asked before: In what city of Russia should I open a development office? Where are the strongest not too expensive developers?
There it was about finding developers in Russia.
The question is simple - we need developers (mainly front end). It is expensive in Moscow, in most cities of Russia there are big problems with availability. It is necessary, as they say, that the choice of candidates be decent and salaries not too high.
Please advise a city with a Russian-speaking population, where it is possible to implement.

"In most Russian cities there are big problems with availability" - it feels like you are going to open an office for 500+ people and do some kind of rocket science.
You can take any millionaire city from Moscow to Novosibirsk, and you will not lose. Although in the same Vladivostok with 500k+ people, there are a couple of companies for 100+ people, and the norms.
For example, recently there was an article about the IT world of Nizhny Novgorod, in general, everything is pretty good with them.
