In which bank to issue a card (visa / MasterCard)?

Soon I'm going to travel abroad, mainly in Asia. I have visa sberbank on hand, but it expires in a few months. It takes a very long time to get a new one in the same bank, because now I am in Moscow time, but I am registered in the Hub. edge. Therefore, I raise the question. Important for me:
Convenient online banking.
Inexpensive service (up to 500 rubles per year)
Omnivorous in various ATMs with a minimum commission or no commission at all.
Possibility of quick registration (maximum a week)
Possibility of binding to any Pay Pal and so on.
So that you can transfer funds to it from another Sberbank card, via online without commissions.
So that there are no problems with service abroad (I noticed somewhere a mention that alpha blocks cards if you cross the border without warning them)

This is only Sberbank, transfers from it to all other banks come with a commission.
And in general, you have requirements for an ideal card :)
Read the comparisons on Banki.ru and choose the least evil.
