In what program is it easiest to animate a 3d character so that he "talks"?

Good afternoon. I have a model - a human character, in any format. I almost never worked in 3d editors. I need to create an animation of this character - he raises his hand, rotates his head, leans forward a little (walking, making complex movements is not necessary), maybe it is also necessary - so that he can move his lips. The human model will speak, explain. The output is a video file.
Please advise a simpler program in which you can do this quickly and easily. I am familiar with 2d animation, flash, I am programming on action script.
The fact is that I need to create such an animation more than once, and I will need to make such videos quite often, so I would like to control the character not with the help of scripts, but with the mouse.
Advise, please, the optimal, simple, program, it can be paid, it can be free.
Maybe something like this www.mixamo.com ?

Look Away Adobe Character Animator interacts with your webcam and controls your facial expressions and gestures. But not 3D
