In what order do you make sites on WP?

I'm making light websites at a low level for now.
Classic scenario:
1) making a PSD. I approve.
2) I do HTML. I approve.
3) I pull on CMS.
Sometimes Axure is ahead. Or instead of PSD. After Axure immediately HTML.
So, on upwork, I increasingly see orders from the series "I bought a template, I need to upgrade it." Or on developer forums "I bought a template for $60, used it 10 times already, paid off".
I'm perplexed - after all, the template still looks very one-sided. To finish it for the customer - redo half - redo pictures, shift blocks, remove something, add something, etc.
But before that, the customer still wants a design in PSD to see that you understood each other correctly.
I've only looked at free HTML/WP templates. And there are few ways for quick application.
Now I want to optimize my work.
So I’m interested in the elders, how do you organize the work so that the customer can submit a personal website that actually works on a ready-made template?

There are 2 types of work:
1. Typical
2. Unique (specifically for the task)
Unscrupulous Contractors : To deceive, they reduce the price to the Customer according to clause 1, leading him in negotiations to the fact that this is EXACTLY what he needs.
Conscientious Performers : they do STRICTLY according to the TOR, which they develop in close dialogue with the Customer, and then based on it they form mockups, and then give them to the designer to prepare page layouts and subsequent layout into a template.

Websites on WordPress are fat. Especially with templates from themeforest that don't work without 5 additional plugins. I remember our director saw such a template and said: “here. this will be our new store”, and opened another site. Only if you could change the phone number and address through the admin panel, so in order to change another inscription in the header, you had to go into the file with the translation and change the text there (.po, or whatever they are ...) in short, it could have been easier , but wordpress is great for a blogger. I installed one for myself in order to pump over the web, databases and nginx. By the way, I did not understand how to customize the html for WordPress.

There is such a thing, they buy a template for $ 60, and only in appearance, and then they try to do something on it, but it doesn’t work: either the settings are complicated or they don’t know what should be at all.
If the customer knows what he wants, then he can also cut down something unique, and when "I want it to be beautiful", then it's easier to put the builder on any template and already customize it for the client. Fortunately, there are free builders
