In what language should comments be written for a project?

Russian-language project, Russian speakers will work with it, but I have a firm conviction that all comments should be written in English.
Is it normal to write them in Russian at all?

In the language in which the team communicates, taking into account its future development.
Otherwise, you will get a damaged phone.
Keep in mind that everyone knows their native language, but they may not know a foreign language (people learn German, French, Chinese, etc).
