In what cases does VK ask for confirmation to launch the application?

The group contains a community app. Why does the contact ask for confirmation "You are about to launch the application ..... in the community ..... . Launch" on the first launch when clicking "Learn more" ?
And in other cases with other community applications, it does not ask this question, but immediately launches.
What does it depend on?

Community applications from the catalog are automatically launched, the rest are confirmed.
