In Bitrix, when changing the password, authorization does not pass the first time. What could be the problem?

There is such a problem on the site in Bitrix. If you change the administrator password 1 time, you need to log in 2 times. The first time you try to log in, the authorization page simply reloads without any messages and the ?_r parameter appears in the address bar (like "admin/index.php?_r=7055#authorize"). From the second time authorization passes. If you change the password again, then authorization passes from 3 times, while reloading the authorization page, the value of the _r parameter changes. If you change the password again, then from 4 times, etc.
I tried to clear the entire cache in the admin panel, cleared the cache and managed_cache folders (I thought the problem was in the cache). But it did not help. The database also disappears, since the problem was solved by reloading all the files from the backup, but now the password has changed again. And I don't want to reload everything. Please tell me where to look for a solution.

Somewhere something was cached, I didn’t understand where, but fortunately for only a day and after a few days everything was decided by itself.
