In-app payments for iOS and Android?

The network is full of rumors that Apple has long removed the restriction on the use of exclusively its internal system as an in-app payment. I personally met a topic on the forum, where some threw off links to applications that accept bank cards in the native interface, and the second threw off links to an interview with Steve Jobs (in early 2011), where he talks about a ban on other payment methods.
All this is good, but no one has ever thrown off a link to the internal rules, where it is written in black and white that only In-App Purchase.
In this regard, the question is: who can provide reliable information about Apple and Google and their policies regarding bypassing their in-app purchase system?

Payment Processing Partner means a person authorized by Google to provide payment processing services that enable Developers with Payment Accounts to charge Device users for Products distributed through the Android Market.

3.1 This Agreement applies to Products offered by you for free and Products for which a fee is charged (after Android Market payment processing is enabled). In order to charge for your Products, you must register a Payment Account under a separate agreement with a Payment Processor. If a Payment Processor provided you with a Payment Account before you signed up for Android Market, then for Products sold on Android Market, the terms of this Agreement supersede the terms and conditions of use of the Payment Account.

There are 2 items in the App Store Review Guidelines that most closely resemble such a ban:
11.13
Apps that link to external mechanisms for purchases or subscriptions to be used in the App, such as a “buy” button that goes to a web site to purchase a digital book, will be rejected
11.14
Apps can read or play approved content (specifically magazines, newspapers, books, audio, music, and video) that is subscribed to or purchased outside of the App, as long as there is no button or external link in the App to purchase the approved content. Apple will not receive any portion of the revenues for approved content that is subscribed to or purchased outside of the App

Google Play Developer Program Policies

Purchasing groceries through the app. Payment for additional content, services or features purchased through an application downloaded from Google Play must be made through the Google Play payment system. The exceptions to this rule are the following cases.
- Purchase of physical goods or services (for example, movie tickets or publications, if the price also includes a subscription to a paper copy).
- Purchasing digital content or goods that can be used outside of the app itself (for example, tracks that can be played on other players).
