In an organization for 40 PCs, you need to install a server. Where to begin?

The organization, which has about 40 computers, bought license keys for 5 workstations of the LIMS LabExpert program. This program for laboratory analysis, in general, is not the point. As I understand it, the program is client-server. The director of the organization wants them to have a server on which it will work (server part), so that 5 users for whom the keys are purchased can connect to the server using this program (client part) and drop some data there, and other users of the organization (35 computers) could connect to the server and get some ready-made files from there.
There is a local network in the organization, but there is no server. There is a wire that comes from the provider, which is plugged into the router and from it, as I understand it, there are wires to all cabinets.
I contacted the technical support of the developer of this program in order to find out the system requirements.
I received an answer:
"The best choice would be a server OC of the Windows Server family. The x64 bit depth is preferable, since it allows memory to be increased by more than 4. The more, the better. 6-8 is quite suitable. In all other respects, it does not matter for the server."
Taking into account these recommendations of a technical support specialist, I prepared a technical task for the delivery of the server, where I indicated that an intel Core i7 processor, 8GB DDR4 RAM, 1 pc. SSD 240GB, 2pcs. HDD 1TB, Windows Server (x64), etc.
Question: when I assemble the server, what else do I need? Router? 52 port switch? Possibly UPS? What settings will need to be done in Windows Server?

On the server - look at the Xeon processor, you don't need SSD, you need a RAID controller for HDD. All server OS older than 2008 R2 are 64-bit.
When you assemble the server, you will need switches, not routers, a UPS is required.
To configure the server, it is better to hire a system administrator.
Even in your case, there will be problems without an antivirus.
