From personal experience, the =IMPORTXML function is not very omnivorous. She needs to specify a direct link to the .xml file. Also, with a different xml structure, one extra element in the file is enough for it to refuse to load it.
But looking at your query, you should most likely use =IMPORTHTML because you need to pull the data from the page, not from the xml file.
