Hello!
Pagespeed complains about images for 2 reasons:
1) you need to compress images (Optimize images)
2) you need to display images of the desired size, instead of full (Serve scaled images)
On the first point:
PLUGINS:
- EVWW Image Optimizer (you can also purchase a service turn on maximum compression. The cost of paid optimization is $0.003 per photo). By default, there is a free optimization. It is possible to convert png --> jpeg gif -- jpeg support - webp. Recommend!

- WP Smush Pro (also a good plugin, there is a premium version. There is one thing, but as soon as you disable the plugin, optimization is lost)

- Compress JPEG & PNG images (from TinyPNG offline service) - paid. Recommend.

SOFTWARE:
- Adobe Photoshop (ctrl + shift + alt + S save for web). jpeg format, quality 30%. For the speed of the process, you can do everything through actions.
- FileOptimizer is also a good program. Great squeeze! Minus - it works slowly

Online services:

- compressjpeg.com/ru
On the second point:
If Google complains about image sizes, then instead of limiting their size with CSS (width, height), you need to display an image of the desired size. To do this, create thumbnails of the sizes you need.
