Colleagues, there is the following task:

for a certain photo bank, you need to write an image database (gallery) with an interface similar to Adobe Bridge. The database is not online.
Project from scratch, C++ development platform (preferred), Java / .Net possible.

Question:
what framework for solving the problem is preferable to use within the specified development platforms. Free frameworks are preferred, but paid options are also considered (at one time, for example, there was a fairly successful experience using DevExpress).
So far I have settled on C++/Qt.
